Perhaps you can write a bit about the inyan and observance of having a shliach tzibbur kovua, especially as practiced in your minyan and in the Ashkenaz tradition in general. This goes for both on special days, such as Shabbos and Yomtov, as well as on regular chol days.

Unfortunately, in some places this has seemingly fallen by the wayside to a significant degree. How is it observed by you ?

The Shulchan Oruch, Siman נג se'if כב says that it is better to have a Shli'ach tzibbur (chazzan) who's being paid, than to have one for free.
The Mishnah brurah explains that the reason for this is because if the chazzan is payed - you don't have to worry that people who are not suitable will be chazzonim (since there is only one chazzan and no one else can be shli'ach tzibbur). The Mishnah brurah also adds that when a person is payed it's more likely he'll daven properly.
