Tallis & Tefillin At Mincho?

In the past, a very small minority were Noheg to put on Teffilin in every Mincho, but this is not something specific for Ashkenaz.
On Yom Kippur Koton some put on Tefillin, because the the Sephardim put on Tefillin every fast day on Mincho, and the Minhag of Yom Kippur Koton came from the Mekubolim of Safed and Italy, so therefore the instructions for Yom Kippur Koton included putting on Tefillin.

Of course every time one gets an Aliyoh or anything else that has to do with the Toroh (Hagbohoh etc.) he wears a Tallis. In Mincho the Tallis is not taken off until after Kedushoh.
