Haftoroh of Chukas-Bolok

In one of the volumes of Yerushasenu, the minhogim of a certain German city are reprinted, in which the minhog is brought to lein the haftoroh of Chukas on the Shabbos of Chukas-Bolok.
In the footnote, the question is posed why the minhog was established to lein the haftoroh of Chukas, going against the normal rule that we lein the haftoroh of the second parashah.

I think the answer is that the haftoroh of Chukas is more appropriate because it discusses more inyonim mentioned in the leining, for it discusses inyonim mentioned in both Chukas and Bolok, unlike the hafotorh of Bolok, which doesn't mention anything contained in the parahshah of Chukas.
