Why does one on Roush HaShonoh and Youm Kippur, according to those who say it, say "Echod Elokaynu godoul Adounaynu Kodoush (V'Nouro) Sh'mou"? Why is it not said during the rest of the year? Why is it included in the German Machzourim and Siddurim all year round?

Nusach Ashkenaz generally did not have these passages (Shma Yisroel, Echod Hu Elokeinu, in the Hotzo'oh), except for nusach Fuerth.

Most likely Venoro was added on Yomim Noro'im because they are Yomim Noro'im.

In regard to Ayn Komoucho before Kerias HaTouroh on Shabbos. I understand that Nusach FFDM does not say it. Which communities did say it? If one is in a synagogue which does say it, are there any objections to saying it? (Same for the passages of Sh'ma Yisroel and Echod Elokaynu?)

Ein Komocho etc. until Av Horachamim (including), and Shma Yisroel and Echod etc. were not said in Ashkenaz. These were the French Nusach, and they came into Nusach Ostreich (as some other of the French Minhogim), which was the base for Minhag Polin. Later a Polish Rov brought this Minhag to Fuerth.

There is no problem saying it (no problem of Hefsek etc.), therefore if one is in a shul that does say it there is no reason not to say it with the Tzibbur.
