A very important Hiddur is to wait until Motzo'ei Shabbos. Only when there is a real chashash that one will not be able to say Birkas Halevono on Motzo'ei Shabbos because of the weather , is it said on a regular weekday.

It's also worth noting from Michael Friedman's reply that it is called ברכת הלבנה and not קדוש לבנה.
This would explain the response to the conundrum why is it קדוש לבנה and ברכת החמה.

The Roedelheim has Birkas Halevono, and that is the way we say in KAYJ.
But Rav Hamburger told me that we do find the term "Kiddush Levono" in many Ashkenaz sources too, including the Maharil, the Shloh, the Rokeach, the Or Zarua, Mahari Bruna, the Shaarei Teshuvoh, Eliyohu Rabbo and the Mishna Beruroh.
The reason the word "Kiddush" was used may have to do with the fact that according to the Levono Kiddush Hachodesh was done. In addition, the Rach Or Zorua says that there is Kabbolas Pnei Shechino when Bentching on the Levono, so that also could be a reason to use the term "Kiddush".
Birkas Halevono is found in the Ramban, Rabeinu Bechayei, Rav Amram Gaon, the Machzor Vitri, and also in the Rokeach (who brings both terms).
