Isn't there an inyon not to eat Seudoh Shlishis between Mincho and Maariv but earlier during the day? Doesn't the Rabbeinu Tam say that the Seudoh Sheinis should be eaten before Chatzos?

Rabeinu Tam holds that you should eat Se'udoh Shlishis before Mincho, and not between Mincho and Arvis (see the different opinions in the רמא, siman רצא se'if ב). We also know that in the time of the Ge'onim also they used to stay in shul between Mincho and Arvis of Shabbos, and the Se'udoh Shlishis was eaten before Mincho.
This was the minhag in Ashkenaz, and this is the minhag today at KAYJ (Harav Gans Shlita gives a shiur between Mincho and Arvis).
There is an hakpodo to eat or drink before chatzos, since if you don't do so it's considered fasting half the day, and you are not allowed to fast even half the day on Shabbos.

Thank you for explaining so fully, the proper conduct on Shabbos with regard to daytime meals. What about Yomim Tovim and Rosh Hashonoh? Obviously one is not required to eat a third meal, but is one required to eat the Seudoh Sheinis before chatzos? On Rosh Hashonoh, I understand, there is an inyon to davka fast until after chatzos.

On Shabbos and on Yomim Tovim, one should eat before chatzos (see shulchan Oruch רפח se'if א, and Rm"o תקכט se'if ב). The same thing is required on Rosh Hashono if it is a shabbos. But if Rosh Hashono falls on a regular weekday, one can daven in shul until after chatzos (but if not for that reason - you should eat before chatzos, see the Rm"o siman תקפד se'if א and Mishnah brurah se'if koton ה).
There is a way to avoid this issue - if one drinks a cup of water before shacharis (and since it's before shacharis it's allowed, even though one hasn't said kiddush yet), it is not considered fasting, and on that case, one doesn't have to be makpid to make kiddush before chatzos.
Nevertheless In KAYJ we make sure to finish all the piyyutim before chatzos on Yom Tov and on Rosh hashono when it falls on Shabbos.

While I understand that according to MA, one should eat Sholoush Seudous on Shabbos in general, before Mincho. However, when Youm Touv occurs immediately after Shabbos [Sunday], how should one eat Sholoush Seudous and still have an appetite for the Youm Tov meal?

It is better to eat the Seudoh before the tenth hour. (This coming Rosh Hashono, Shkiah in Jerusalem is at 6:45 pm, therefore it is better to eat before 3:38 pm).

In general what should one have for Shaloush Seudous? Must one wash? Must one eat bosor v'dogim? Are Mezounous or fruit acceptable? Is learning an acceptable substitute for a seudoh (see the Mishnoh Bruroh)?

The procedure here is to a) either divide the 2nd seudoh in to two by benching going for a brief walk and then washing and benching again, or b) eating Mezounous or fruit. I have heard second hand that traditionally German Jews are not strict about having bread and the third meal on Shabbos and will usually suffice with mezonos. Is that true?

According to Minhag Ashkenaz one must eat a proper bread Seudoh on Seudoh Shlishis. (The maharil says one challoh is enough and there is no need for Lechem Mishne, but this minhag may have not been accepted).
On Rosh Hashono - one can split the morning Seudoh to two, and this way he has also Seudoh Shniyoh, and Seudoh Shlishis.
