At what age do boys put on a tallis?

In Minhag Ashkenaz it seems that most if not all start significantly before bar mitzvah ( I've heard of 3, 7, 8 or 9 years old) although in Minhag Ostreich they start at the same time as putting on tefilin 3 months before their 13th Hebrew birthday.
