Kiddush After Asoro B'Teves

After davening last Friday night, the Rav advised the tzibbur, that since Shabbos follows the taanis, one should go home and immediately make Kiddush, thereby postponing Birchas HaBonim, Sholoum Aleichem, and Eishes Chayil until after one has made Kiddush, or in our case, HaMoutzi. Is there such a minhog in Ashkenaz?
