Who follows the tzavaos of R' Yehudah HaChosid? Was it common among all Ashkenazim, only Yekkes (in the strict sense), or only specific families? Who is considered bound by him?

There is a machlokes of poskim if the tzavo'oh was only for his children or for all of Klal Yisroel. In Ashkenaz it was very much accepted to follow the tzavo'oh, but many did not follow it.
