Havdoloh - borei 'meorei ha'eish - when gaze at fingers?

Is the minhog to first look at one's fingers and then recite the bracha 'meorei ha'eish' or, should you say the bracha and then examine your fingers?

According to the Baer Siddur, you look at your nails prior to the Brocho because it is a Birchas Horeeyo. The other Siddurim say to look at the nails afterwards because it is a Birchas Hanehenin.
