Is there an exception to the rule that when a zulas is recited, the shorter nusach for אמת ויציב and על הראשונים is said? If not, why in the nusach files is the zulas nusach for Ŋal Horishaunim the long text used throughout the year?

According to Minhag Frankfurt, in the Sefiroh Shabbossos and the 3 weeks, the long Emes Veyatziv is said.
From Blumendal's recordings it seems that in Holland they also follow this Minhag.

In KAJ Washington Heights the short version is always said, even during Sefiro and 3 weeks

Rav Hamburger told me in Fuerth (only) they had this minhag (to use the short Emes Veyatziv even at these weeks), but said that he doesn't think that was the reason it is done in KAJ WH.

I would say it was a mistake at some point in time (probably in NY as per incomplete instructions in the Siddur).
Also we say 2nd and 3rd week in the order printed and not as per Minhag FFDM, probably also a mistake.
