				Is the brocho of "Sh'oso Li Kol Tzorki" recited both on Tisho B'Av and Youm Kippur? Is the brocho of "Outer Yisroel B'Siforoh" recited on Tisho B'Av, (both brochous utilizing an extra ascending niggun, like any other day of the year)?

				Rabbi Eider in his book says as follows (Halachos of the Three Weeks, page 28 ), "The Tallis Koton, however, is worn [in the morning], but under his garments and without a brochoh. Some Poskim hold that if the Tallis Kotton was removed at night, a brocho is recited when putting it on in the morning." What is our Minhag?
