Is the minhag to follow the Pri Chadash who allows a a kohen shli'ach tzibbur to duchan even when he is not the only kohen in shul?

No, the minhag is that if the Shli'ach Tzibbur is the only Cohen in shul, he doesn't duchan. Therefore if there is only one Cohen, he usually will not be Shli'ach Tzibbur unless there is a specific reason for him to be the Shli'ach Tzibbur. If there are at least 2 Cohannim, there is no problem for one of them to be Shli'ach Tzibbur, but in that case he does not duchan, and he does not read out for the other Cohen.
