In a year such as 5772, when Tisha B'Av falls on Shabbos, does the severity of Shavua She'Chal Bo apply?
Specifically, may a working person shave if he would suffer a hefsed by arriving at work in an unkempt manner?

Rav Hamburger told me he doesn't know about this subject being discussed by Rabbonei Ashkenaz.
Moreinu Harav Gans gave a long shiur about this issue, and concluded that since our Minhag is to do "Aveilus Shebetzin'oh" on this Shabbos, therefore our Minhag will consider this week as Shovu'a Shechal Bo.

Those who are noheg to be meikil on Aveilus shebtzin'ah in case of a leil tevila would presumably be able to be meikil on shavua shechol bo for a strong tzorech like parnasah. The Magen Avraham is meikil on leil tevila but holds that for anything that's min hadin (like tispores), one must hold that there is shavu'a shechol bo in a year like ours. So it seems that he does not agree with the equation.
