And thus how is determined Motzei Shabbos and also the time to light Chanukoh candles ?

Rav Hamburger referred me to the sefer "הזמנים בהלכה" by Rav Chaim Beinish, who discusses this subject according to Minhag Ashkenaz. Since I don't have it, I am posting here the mareh mokom, and if someone else gets around to see it, I would be thankful if he could please share with us his conclusions.

How is Tzeis Hakochavim calculated according to minhag ashkenaz ? Fixed minutes ? Rabbeinu tam ? Sky observation ?

Rav Hamburger told me it was done by sky observation (they knew how to do this properly).
