In my Roedelheim machzour it states that "Ketzas Kehillous" duchen at Youm Touv Shacharis. Is this our minhog?

Yes. And you can hear the different melodies used for Shacharis and for Musaf in the recordings of Mr. Benno Weis ZL .

Is Ribono Shel Olam said during the kohanim chant by both Shacharis and Mussaf?

The Ribono Shel Olam is said both on Shacharis and Musaf, unless it is Shabbos, then one says the Ribono Shel Olam only if he really had a dream. The time it is said is when the Cohanim sing the melody before Veyishmerecho and Vichuneko. (Before Sholom we say the Yehi Rotzon).
In our shul we rarely have a Kohen that knows to sing the melodies for Birkas Kohanim, so the Chazan sings only, before Yevorechecho etc.

Why do you say the Yehi Ratzon by Shalom? It is a chiddush of the sefer Sha'arei Tziyon that contains a techina and hazkaras sheimos of the sort that was strongly opposed by Poskei Ashkenaz. It is of a much more problematic stock that Ono Bechoach, which was conspiciously removed from tefillos like kabbalas Shabbos that were accepted in Ashkenaz. Moreover, it comes as supplanting the dream Yehi Ratzon mentioned by the Gemoro and Rishonim.

Excellent point. The Chassam Sofer was against saying it, and it came into the nusach through the printed siddurim.
