There is no difference between Shabbos and Yom Kipur. (see also this posting ).

If the only reason brought down by Chazal for Hadlokas Ner on Yom Hakkippurim is to remind a couple (by means of placing a ner in the bedroom) that they are forbidden to each other, if the wife is niddah anyway, why would the brochoh be recited? Since a ner isn't required for a Niddah on any other day, why would Yom Kippur be different? (Shabbos and other Yomim Tovim have a totally different requirement for Ner that is not applicable on Yom Kippur. The proof to this is that a makom that isn't noheg to light a ner on Yom Kippur still must light a ner when Yom Kippur comes out on Shabbos.

These are two different candles. There is Hadlokas Neiros Yom Kippur, which is done with a Brocho like on Shabbos, and in addition one leaves a candle (like a נר נשמה) in the room for the reason you brought.
